The Protocol is a highly relevant contribution to the regional fight against the so-called "foreign terrorist fighters". While it significantly enhances the prosecution of certain preparatory acts of terrorism, some uncertainty remains as regards its applicability to situations of armed conflict and compliance with human rights obligations. Overall, the Protocol is a step forward to be welcome at a moment when enhanced anti-terror cooperation is most needed.
